Victoria, an Australian state, is asking it's 300k golfers to buy insurance for $20 a year to cover any costs associated with their errant shots. Last year a lawsuit was awarding in the amount of $2.6M for a person who was hit by a golf ball. The program will be introduced next year.

The Victoria Golf Assocation will keep your name in a database upon receipt of insurance and you can hit all the houses and people you want.
