Suspension for 3 months - random I know!!!
Admitting you use deer antler spray is punishment enough.
I'd punish him with what ever the tour rules say (1 year I think). Anything less the tour is seen as having no backbone and players will not have insentive to follow the rules. Any more and you open yourself up to possible legal issues if Vijay decides to sue for "over punishment."

I think a forced donation of a small percentage (5-10%) of his 2013 tour winnings donated to a relevant charity/organisation would be fitting.
Make him join and volunteer 1000 hrs to PETA. that'll teach him!
Tell him that skunk ass spray also has benefits and make him spray that in his mouth for each round he plays the rest of the year.
I'd make an example out of him with a HEFTY fine. PEDs are so commonplace in other sports that it's hardly shocking news when a new player is accused. For the most part, golf, at least up until now, has stay relatively clean. My goal as commissioner would be to keep it that way.
One year suspension, then when he comes back, take away his belly putter. Oh wait...
It would depend if that substance is actually banned in the PGA rules. If not, I would not penalize him at all. If it is a banned substance, then he should be charged with whatever the penalty written in the rules is.
1 year suspension and he has to watch Caddyshack 2.... twice.
6 months suspension and donate a percentage of this year's winnings to a charity like the First Tee.
1 year suspension on his hunting license.

If he really didn't know it wasn't allowed, then have him apologize and send a message to all knowing it and other enhancing drugs are not allowed.
1 year suspension plus % of winnings to drug treatment center of his choice
2 month suspension, but how will we ever know....the PGA dosent publish sanctions.
