Ball in hazard marked by yellow stakes

Driver from the tee goes straight down the fairway, but carries a little further than expected and lands directly in a little creek running across the fairway marked by yellow stakes. (The creek is pretty much dry, but is a little damp) As it turns out, the ball has plugged in the creek where water is normally flowing. The ball is clearly within the yellow stakes.


Is the player allowed to lift clean and place without penalty because the ball plugged like we would do if it was in the fairway?

Or must the player play the ball as it lies because it is in a designated hazard and not allowed to unplug the ball? (This would result in a drop because the ball is unplayable)

You can take relief, with penalty. However, if you are going to proceed without penalty, you cannot take relief from the embedded situation.

Also, you are allowed to now identify a ball in a hazard or bunker with no penalty. If you do not and hit the wrong ball, you will be penalized.

Rule 25-2 says:

A ball embedded in its own pitch-mark in the ground in any closely mown area through the green may be lifted, cleaned and dropped,

The key is "through the green". The definition of that excludes all hazards on the course.

Therefore, I think it is not allowed to lift the ball from the water hazard, clean and drop it.

This means I could lift my ball to identify it without penalty? Can you tell me what rule # that is? And you indicate that is a new rule.

Curious about this new rule...
